It says “Las Vegas” on the mail, but most of the southwest is unincorporated Clark County. Here is what that means, and how its master plans compare.

The short versionMost of the southwest valley is not in the City of Las Vegas. It is made up of two large unincorporated towns governed by the Clark County Commission: Enterprise (Mountain’s Edge, Southern Highlands and much of the far south) and Spring Valley (Rhodes Ranch and the area between Sahara and Warm Springs west of Decatur). Together they had more than 437,000 residents in the 2020 Census.

In ZIP 89141, bordered by I-15 and St. Rose Parkway. The Southern Highlands Golf Club enclave, opened in 2000 and designed by Robert Trent Jones Sr. and Jr., is guard-gated; the wider community is not.

Jurisdiction

Why “unincorporated” matters.

A “Las Vegas, NV” mailing address does not tell you which government you live under. Much of the valley is unincorporated Clark County, and that decides property tax districts, which police agency responds, business licensing and short-term rental rules. Pull the parcel on the Clark County Assessor site, or send us the address and we will confirm it at no cost.

In the southwest that means Clark County, not the City of Las Vegas, sets zoning, business licensing and short-term rental rules. Short-term rental rules are set by whichever government has jurisdiction over the parcel — the City of Las Vegas, Henderson, North Las Vegas and unincorporated Clark County each run a different program. Enterprise includes ZIP codes 89113, 89118, 89119, 89123, 89139, 89141 and 89183; Mountain’s Edge is in 89178 and 89139. A ZIP code is a mail route, not a boundary, so always confirm the parcel.

Common mix-ups: Stallion Mountain is in the east valley, not the southwest. Inspirada is in the City of Henderson. Canyon Gate, near Sahara Avenue and Buffalo Drive, is a separate country-club community, not part of any southwest master plan.
